Objectives

• Analysis of existing policy environment in Meghalaya impacting livelihoods of forest poor
• Review and analyze the key literature on policies and policy instruments related to forests and other key natural resources such as land, water, agriculture, biodiversity and mineral resources, and land use (including industries).
• Undertake field research in at least two villages for each policy instruments, where the impacts of policy instrument(s) are visible.
• Recommend strategies and actions as to how policy instruments could be further strengthened to improve livelihoods of poor in Meghalaya.
• Forest products markets, livelihood links, and potential for growth
• Conduct a review of literature on forest products management, production, processing and trade in the State of Meghalaya.
• Identify data gaps in such areas as contributions of forest products to subsistence, income and employment.
• Identify the gaps and needs for further research.
• Prepare a GIS database for Meghalaya following layers such as infrastructure, forest cover, political boundaries (till block level), important forest produce areas, etc.
• Analysis of the livelihoods impact of the NERCRMP
• To describe the context of forest- and natural-resources-livelihoods in the study area.
• To document and classify the main kinds of interventions implemented by the NERCRMP, with emphasis on forest- and NRM- based approaches.
• To analyze the processes of change in the livelihoods of the poor brought about by project interventions.
• To assess the most important/promising approaches for improving the livelihoods of different socio-economic classes of people in the study area.
• To draw lessons and recommendations for more effective forest- and NRM-based policy- and project- interventions to improve livelihood of the poor.
