Objectives

• Action research to facilitate the development of forest product producers cooperatives
• To review and synthesize experiences and lessons of cooperative development within and outside Guangxi.
• To assess the current and potential contribution of forest resources to the livelihoods of rural households in selected WGPAP counties.
• To analyze the main constraints and opportunities facing small-scale forest farmers with reference to markets for key products, the policy environment, technical aspects of forest product production, and the overall socio-economic context.
• To develop and pilot appropriate cooperative development activities as a means to improve forest farmers ability to create and capture value from forest-product production, processing and marketing.
• Adaptation and transfer of appropriate technology for more efficient post-harvest processing of star anise
• Review and report on the current state of the star anise production, processing and trade in Guangxi, analyzing trends, constraints and opportunities for improvement, with special reference to the WGPAP counties.
• Develop an improved steam distillation technology for star anise suitable for use at the village- or cooperative-scale, with emphasis on ease of use, and processing- and fuel-efficiency.
• Demonstrate and test the technology with 3 demonstration units established in 3 villages for a full season. This will be done in collaboration with the GXU project on forest products cooperatives if possible.
• Collect cost-benefit data for the improved units and the traditional village technology and conduct a cost-benefit analysis.
• Prepare a report and journal article(s) to analyze and report the main lessons.
• Diagnosis and design of technical and institutional interventions to support development of the bamboo sector
• To assess the current bamboo production-to-consumption systems in Guangxi.
• To identify key opportunities for and constraints to growth in the bamboo sector in terms of policy, markets and technical production issues, with special emphasis on the 10 IFAD project counties (Huanjiang, Nandan, Tain’e, Leyle, Fengshan, Tianlin, Napo, Debao, Tiendeng and Longan).
• To develop a package of interventions to support pro-poor growth in the bamboo sector in the Province, including technology transfer, policy reform and institutional strengthening, and additional research as appropriate.
• To develop collaboration with local partners that can carry the work forward.
