The overall goal of the ADB-Technical Assistance project is to help the Government of Indonesia (GOI) work with local stakeholders to prepare projects that

promote sustainable forest development, and
-
(ii) can earn certified emission reduction (CER) units for the reduction of greenhouse gas (GHG) emissions under the Clean Development Mechanism (CDM) of the Kyoto Protocol.
The immediate purpose is to develop the capacity of the Government and of Indonesian stakeholders for pilot testing carbon sequestration projects under the CDM that will strengthen understanding of the processes, implications, and potential applications of the CDM.
Overall, the TA outputs will include:

a review of previous studies and a synthesis of lessons learned on carbon sequestration as applicable under the CDM;

a position paper on CDM-carbon sequestration projects for Indonesia;
-
evaluation and simulation of eligible LULUCF project activities in at least two pilot areas;
-
demonstration of the likely processes involved in earning CERs through carbon sequestration;
-
documentation and dissemination of the likely processes for earning CERs; and
-
preparation of sustainable forest development strategies for at least two pilot districts.
Multiple tasks have been identified to accomplish the goals and deliver the outputs of this project. The technical assistance project will be executed by a combination of a Winrock-LMGC team and a CIFOR-ICRAF team.
The overall approach proposed by Winrock International has four primary elements:

Build capacity to develop CDM projects among a broad cross section of local organizations and within the Government.

Identify and bring together potential project proponents for a national workshop.

Select at least two projects for development of detailed project designs for submission to the CDM Executive Board for evaluation and approval. Guide these projects through the CDM approval process.

Work with the government to develop an efficient approval process for candidate CDM projects and provide advice on positions to take on terrestrial carbon sequestration at the international climate change negotiations.
Specifically, the Winrock-LMGC team will work with Indonesian stakeholders to lead to output 6 through development of Project Design Documents (PDD) for sustainable forestry projects to be submitted to the CDM Executive Board (CDMEB). The Winrock-LMGC team will also help the Government formulate policies for Indonesia and develop national oversight and approval process for CDM projects (outputs 4 and 5).
CIFOR and ICRAF will

Support selection, evaluation and development of CDM projects according to the Kyoto Protocol procedures and guidelines,
-
will undertake land use and carbon inventory of land-use systems appropriate for the biophysical and socioeconomic conditions relevant to Indonesia, and
-
take the lead in LULUCF modeling of at least two pilot districts to support baseline and scenario evaluation.
A team of researchers of CIFOR and ICRAF will collaborate on this project. Details of the work plan for each organization will be clarified in coordination with the Winrock-LMGC team, ADB and the GoI representatives during the Inception Report to be submitted four weeks after project initiation.
